AGPL v3 requires publishing modifications under the same license. The commercial license removes that obligation. It is for organizations that need to modify the source code and keep those changes private.

Standard use does not require a commercial license. Running Phishing Club for clients as a managed service, deploying it internally, or building campaigns on top of it are all permitted under AGPL without fees. The commercial license only applies when you modify the source and need to keep those changes private.
